Start at the service cupboard, not the decorative finish
Before listing shelves, blinds or paint touch-ups, identify the stopcock, consumer unit and any labelled isolation points that serve the flat. Their position can explain why a proposed cabinet obstructs access or why a damp mark needs a plumber rather than filler. Photograph labels without removing covers, and note whether the suspected fault crosses into a riser, corridor or shared plant area. A handyman brief should protect access to essential controls and avoid disguising evidence. If the source is not inside the dwelling, the managing agent or building contractor may need to act before interior finishing starts.
